Quality development has become a keyword in many economic sectors. For housing and the housing market, this means to define and negotiate quality in the context of the multiple stakeholder interests. The variety of settings and markets is enormous: While developers in strongly expanding markets (like China, India, etc.) tend to focus on the «luxury segment» of consumers, the challenge in the more saturated markets of Western Europe or in some parts of the U.S. is to address the growing differentiation in the demand for housing. Mergers and concentration processes in the development, construction, and finance sector encourage strategies that extend beyond national borders and lead to the creation of new actor networks at different levels. These processes and outcomes also influence national, regional and local policymaking and in turn are affected by them.
